Description

~ The Klamath River Renewal Corporation (KRRC) is a not-for-profit corporation created via a unique partnership between state, federal, and local governments, tribal nations, and non-governmental organizations. ~

The KRRC was established as a result of the 2016 amended Klamath Hydroelectric Settlement Agreement (KHSA). It is charged with the removal of four hydroelectric dams in Oregon and California and restoring a large portion of the Klamath River after over 100 years of hydroelectric production.

When fully implemented, the project will be one of the largest river renewal projects in U.S. history, restoring fish passage to over 300 miles of historic salmon habitat and providing economic stimulus to both the Klamath River and the ocean fishing communities. KRRC will oversee the river renewal process as well as risk management for the project. It will achieve its mission through a public process before the Federal Energy Regulatory Commission (FERC) and by then contracting with a construction firm to remove the dams and undertake restoration activities.

Overseen by a 15-member Board of Directors and its five-person Executive Committee, the KRRC has initiated the processes that will lead to the decommissioning and removal of the dams. Major construction activities are anticipated to start as early as 2020.

Position Overview

Chief Operations Officer and Chief Financial Officer

KRRC is seeking a highly experienced professional to lead the Corporation’s financial, operational, and human resource activities in the dynamic and collaborative environment of this growing organization. The ideal candidate will be detail-oriented yet strategic, quick thinking, highly analytical, and experienced in all aspects of financial and operations management. S/he will report to and work closely with the Executive Director, enabling the Executive Director to assume a more outward-facing role.

The COO/CFO will be a thought partner to the Executive Director as well as a self-starter who takes the initiative on financial and operational matters—using good judgment to seek input from colleagues and direction from the Executive Director where appropriate. S/he will manage relationships with a variety of external contractors, including those providing engineering expertise, legal counsel, and project support to the KRRC. As the second-in-command for the organization, the COO/CFO may be asked to temporarily exercise the duties of the Executive Director, should that need arise.

The COO/CFO is responsible for leadership and execution on all financial activities including: financial management, accounting functions, three large state government grants, financial reporting and planning, budgeting and cost management, banking, insurance, taxes, risk management, and providing data for the annual external audit.

Maintaining the highest professional standards, the COO/CFO will produce rigorous work product in a timely and reliable manner and elicit the trust of the Executive Director, colleagues, external partners, and the Board of Directors. Primary Duties and Responsibilities

Project Leadership and Strategy

  • Establish and maintain relationships with public funding agencies, key contractors, and other stakeholders and partners to support the KRRC mission.
  • Work with colleagues to maintain public relations, communications, and social media documents and materials.
  • Work with the Executive Director and Executive Committee to create robust agendas for meetings.
  • Participate in Board of Directors meetings, providing updates to and seeking feedback from members on operating and financial performance.
  • Step in to support or represent the Executive Director in meetings as needed.
  • Inspire staff and consultants to achieve a highly engaged and cohesive team.

Operations and Project Management

  • Manage contracted scopes of work, contracts, and budgets and ensure on-time completion of deliverables.
  • Work with General Counsel to ensure the KRRC is in compliance with local and state laws and regulations governing the KRRC activity.
  • Develop and produce on going and ad-hoc project reports as needed.
  • Oversee management of external contractors to further the KRRC’s mission, goals, and excellence.
  • Identify additional IT infrastructure needs, including internet, voice, and data management, and work with external consultant to ensure effective organizational infrastructure and communication.
  • Supervise administrative personnel and develop efficient systems as needed.

Financial and Human Relations Operations

  • Work with the Executive Director to develop and monitor the annual organization budget.
  • Establish and implement an internal control process to manage costs against the budget.
  • Interact continuously with the Executive Director, Treasurer, Board of Directors and funding agencies to provide financial reporting, analysis and decision support to maintain fiscal health and compliance.
  • Provide financial forecasting to support the Executive Director in managing risk.
  • Work with the Audit Committee to manage the KRRC annual external audit and ensure its completion in a timely manner.
  • Manage an outsourced accounting firm and ensure that the maintenance of the financial recordkeeping systems and activities are accurate.
  • Manage insurance policies and relationships; ensure that required bonds are secured and managed.
  • Oversee all human resource functions, including hiring, benefits administration, regulatory oversight and legal compliance.

Qualifications

Desired Skills and Experience

  • Proven success as a COO or CFO or in a position that requires senior level management of a large corporate or non-profit entity, with demonstrated success building systems and tools to support a large, complex multi-year project.
  • 10+ years of senior financial/operational management experience with a track record of success.
  • MBA or BA with significant experience required; financial or accounting emphasis or background strongly preferred.
  • Experience with GAAP and non-profit accounting, relevant Federal Accounting Standards, as well as California and Federal non-profit reporting.
  • Expert in organizational processes and development, including personnel management, budget and resource development, and strategic planning.
  • High level of motivation and energy with desire to “roll up sleeves.” Proven track record with and enthusiasm for building from the ground up and leading with a vision to the future.
  • Excellent communication and leadership skills; ability to work effectively with and lead employees and external contractors at all levels.
  • Demonstrated strong financial, operational, and business acumen – experience relating to a CEO, Executive Director, Management or Boards of Directors.
  • High level of personal and professional integrity and trustworthiness with a strong work ethic and the ability to work independently with minimal direction.
  • A deep commitment to the mission and values of KRRC.
  • Experience managing or participating in major construction projects a plus.

Compensation and Location

  • The KRRC offers a competitive salary that is commensurate with experience and benefits package.
  • The position will be based in Berkeley, CA.
  • Periodic day and over-night travel in California and to Oregon should be expected.
