Position Overview

The Program Team Leader will be responsible for the exciting expansion of Fish Forever in accordance with Rare’s overall vision, mission and values and ensure alignment with our global strategic objectives. S/he will be an inspirational leader to facilitate team building and staff development.

Reporting to the Senior Director, Brazil, the Program Team Leader will oversee key elements of the Fish Forever Program implementation in Brazil. In close collaboration with the global and other country Fish Forever teams, s/he will develop and implement programmatic initiatives.

Responsibilities

The Program Team Leader will exercise independent judgment regarding the following areas of significance:

Program Leadership and Implementation:

  • Develop, implement and lead the management plan for Brazil’s Fish Forever Program implementation and expansion, which includes the operations plan, technical support plan, and training plan;
  • Overall project management and operations oversight to ensure the timely completion of project-related initiatives and the availability of resources to facilitate a smooth and efficient implementation;
  • Effective alignment of Brazil’s Fish Forever Program with global Fish Forever program in other countries;
  • Oversee the development and submission of annual program work plans and report on program progress against deliverables;
  • Ensure strong integration between implementation and quality improvement, M&E, program learning and scale up strategies and activities;
  • Facilitate the creation of knowledge management tools to capture all lessons learned, document and integrate them into the refinement of the Fish Forever program;
  • Adapt the implementation approach for the Fish Forever program based on lessons learned to achieve its long term, medium term and short term goals;
  • Disseminate best practices and lessons learned among all stakeholders, including the program team, local partners and donors;
  • Develop and maintain effective working relationships with key stakeholders, partners and donors; and
  • Partner with Rare’s Global Markets Team to jointly design and implement Brazil-based pilot initiatives to help communities better link their fisheries to commercial markets.

Staff and Financial Management:

  • Identify, develop & support new and current staff, provide coaching to improve individual and team performance and actively address group/team dynamics;
  • Engage with staff to identify clear goals and objectives, group strengths and needs to achieve goals and ensure success;
  • Encourage and facilitate a collaborative work environment that builds acceptance and commitment through engagement and open dialogue;
  • Communicate and solicit input when managing and promoting change and sharing in efforts that involve staff embracing change;
  • Maintain and encourage a positive outlook especially during challenging times; and
  • Manage program implementation budget.

Communications and Fundraising:

  • Play active role in media relations in-country in coordination with Director, Brazil Strategy and Development;
  • Partner with the Director, Brazil Strategy and Development to develop communications strategies and materials targeting key external audiences;
  • Supply timely program updates for the country web site and social media;
  • Support the Director, Brazil Strategy and Development and the US-based development teams in fundraising, including negotiations with local partners to secure their contributions to projects and campaign funding;
  • Work with local implementing partners to identify and pursue potential local funding for and/or through the implementing partner;
  • Help to identify new opportunities for funding; and
  • Help write and review proposals in an effort to secure additional funding.

Qualifications

  • This position requires a well-rounded leader and general manager with exemplary people, process, communications and project management skills;
  • S/he will have wide ranging management experience within an organization, including the oversight, development and growth of an ambitious program;
  • Fluency (written, reading and speaking) in both English and Portuguese is essential;
  • A minimum of 10 years’ program/project management experience designing and implementing complex strategies with 5+ years in a staff management and leadership positions (experience in an international organization is a plus);
  • A background in community-based engagements preferably within the conservation, international development, marine science or fisheries sectors (experience in or knowledge of social marketing practices is a plus);
  • Demonstrate interpersonal communication, engagement and articulation with senior Rare staff, partners and with his/her own team;
  • Demonstrate ability to innovate and find creative solutions to adverse situations encountered;
  • Proven experience in multi-stakeholder relationship management;
  • Demonstrate success in managing complex projects, from concept to completion;
  • The ability to operate as both an effective tactical and strategic thinker;
  • Demonstrate capacity of perception and sensitivity to the diversity of intercultural environments;
  • Experience in the use of the MS Office suite, databases, graphics and multimedia intelligent learning software;
  • The willingness and ability to travel up to 40% to site locations within Brazil regularly and to the United States and other countries periodically; and
  • Enthusiasm for Rare’s mission and respect for its core values and culture.
