Description

~ To provide the state and its political subdivisions with operationally ready units and personnel to protect life and property and to preserve the internal security of the state when ordered by the Governor. ~

The New Hampshire National Guard, along with other state agencies, assists the State Office of Emergency Management in time of natural disaster. The Guard may also be called upon to assist the New Hampshire State Police during civil unrest, or the NH Fish and Game Department for search and rescue operations.

Position Overview

The State of New Hampshire, Adjutant General's Department has a full time vacancy for Environmentalist II (Environmental Compliance Specialist). To perform administrative and technical professional duties in support of the New Hampshire Air National Guard (NHANG) Environmental Compliance Program.

Responsibilities

  • Works under the general direction and supervision of the Environmental Program Manager.
  • Assists with the overall management of a complex, highly technical environmental management and protection program and serves as a technical expert on DoD, AF, ANG, EPA and State of New Hampshire specific environmental laws and regulations.
  • Performs continuous liaison with environmental regulators to ensure compliance with applicable federal, state, or local laws and ordinances.
  • Resolves controversial issues with appropriate regulatory authorities, making technical decisions and approving changes when necessary.
  • Performs Environmental Management duties and responsibilities including, but not limited to: Hazardous Waste Management, Hazardous Materials Management, Storm Water Management and Control, Air Quality, Water Quality, Pollution Prevention, Green Procurement, Environmental Restoration Program (ERP), Cultural and Natural Resources Management, Spill Prevention and Response, Environmental Management System, Above Ground and Underground Storage Tanks, and Qualified Recycling Program Management.
  • Implements environmental program plans and may provide training to base personnel in several program areas.
  • Plans include but are not limited to: Spill Prevention Control and Countermeasures (SPCC) Plan, Facility Response Plan (FRP), Storm Water Pollution Prevention Plan (SWPPP), Hazardous Waste Management Plan (HWMP), Air Emissions Inventory (AEI), Green Procurement Plan (GPP), Integrated Pest Management Plan, Refrigerant Management Plan, Cultural or Natural Resources Management Plans, Environmental Management System (EMS) Plans, and Integrated Solid Waste Management Plan (ISWMP).
  • Programs, plans, designs and administers installation environmental projects.
  • Assists with development and implementation of the NHANG Environmental Management System (EMS) and is a member of the base EMS Cross Functional Team (CFT).
  • May serve as an active member of the installation Design Working Group (DWG) and/or Facilities Utilization Board (FUB) accomplishing short term and long range planning in conjunction with Civil Engineering for future military construction and renovation projects.
  • Obtains and/or ensures environmental permits are obtained as needed for all environmental program areas.
  • Conducts field chemical sampling in support of the hazardous waste disposal and/or hazardous materials programs.

Qualifications

Education:

  • Bachelor's degree from a recognized college or university with major study in a related environmental science.
  • Each additional year of approved formal education may be substituted for one year of required work experience.

Experience:

  • 2 years' experience as an Environmentalist or in a related field such as engineering, environmental law, or one of the physical or biological sciences.

License/Certification:

  • Valid driver's license is required.

Special Requirements:

  • Must pass a National Agency Check (NAC) to obtain a Common Access Card (CAC) used in the performance of assigned work duties and be eligible for renewal as a condition of employment.
  • Must be able to satisfactorily undergo a State Police records check.
  • Occasional physical effort required in walking and climbing over rough terrain; duties are generally performed under good working conditions with occasional exposure to minor injuries or toxic chemicals under certain field conditions.
  • Must be willing to travel out of state for a week or more at a time to attend training and conferences.
  • Employees may be required to pay an agency/union fee.
