Description

~ The Engineering Division is primarily responsible for planning, engineering, design and construction of the Town's infrastructure including roads, curbing, sidewalks, and drainage. ~

The Engineering Division provides a wide range of technical assistance to Danvers Public Works (DPW) Administration, Streets and Grounds, Water and Sewer Divisions, Danvers Electric, Planning, Conservation Commission, Building Inspections, Board of Health, Town Counsel. the Recreation Department, the Police and Fire Departments, the Town Manager's office and various Town committees. Support is also provided to residents, businesses, contractors, consultants, and realtors.

Engineering stores, maintains and updates public records, maps, and plans in addition to designing and administering public works projects of all kinds. Construction plans and documents are prepared, reviewed, and bid; and construction inspections are performed by staff. The Division is frequently asked to assist in the procurement of professional services for other Town departments.

The Engineering Division manages and maintains the GIS Mapping and Databases for the development and implementation of Water, Sewer, Drainage and Roadway Infrastructure layers within the GIS Mapping System.

Position Overview

The Energy Efficiency Coordinator performs a number of critical functions for Danvers Electric: assists in the development of economically viable and sustainable energy efficiency programs and measurement tools and metrics; assists in the development and maintenance of an energy-efficiency and load management database from sources including ISO-NE, Energy Star, IEEE, etc.; recommends changes to programs and activities as technology, price and market penetrations evolve; maintains database of efficiency and load management end-use opportunities, vendors, best practices, emerging technologies, etc.

Under the supervision of the Power Supply Engineer/Integrated Resources Director or designee. This position has no direct reports.

Responsibilities

Essential Functions:

  • Assist in the development of economically viable and sustainable energy efficiency programs and measurement tools and metrics.
  • Assist in the development and maintenance of an energy-efficiency and load management baseline database from ISO-NE, Energy Star, IEEE, etc.
  • Recommend changes to the baseline as technology, price and market penetrations evolve.
  • Maintain database of efficiency and load management end-use opportunities, vendors, best practices, emerging technologies, etc.
  • Screen efficiency and load management measures and programs for cost effectiveness.
  • Design measure and goal-driven programs with appropriate customer incentive packages.
  • Assist in the development of annual efficiency program budgets and forecasting of efficiency programs impacts for Electric Division budget; report monthly on programs performance.
  • Assist in the development of a program to provide energy audits and follow-on services for Electric Division ratepayers in residential, commercial and industrial classes, including appropriate incentive structures.
  • Screen audit recommendations for customer and Electric Division impacts and propose auditbased custom incentive packages.
  • Prepare performance-based implementation contracts for customers, monitor customer contract performance and recommend authorization of incentive payments for properly completed work.
  • Develop and maintain demand and energy savings impacts database; support load forecasts and distribution system analysis based on efficiency programs impacts.
  • Provide support to Danvers Customer Services staff on customer interactions and program information/marketing, including Key Accounts Program and Town of Danvers facilities.
  • Assist in the preparation of vendor bid invitations to implement efficiency and load management programs.
  • Assist in the evaluation of vendor bids and process to make recommendations for awards.
  • Assist in drafting vendor agreements. Monitor vendor contract performance and recommend authorization of payments upon completion of contract efforts.
  • Assist in coordinating all energy efficiency and load management programs with developing Smart Grid objectives and initiatives, including Home Area networking (HAN), ISO-NE Demand Response, distribution system load management, distributed generation and net metering.
  • Facilitate reporting of SGIG metrics and benefits to DOE. Liaison between Electric Division and Business Division to ensure that power supply, energy analysis information and financial data is communicated relative to both industry and customer base.
  • Perform other duties as required or instructed.

Independent Action:

  • Function with a relatively high degree of independence working to develop, recommend and then implement efficiency and demand response programs, purchases and policies as approved.
  • Report directly to the Power Supply Engineer/Integrated Resources Director and maintain a coordinated working relationship with the DPW Business Division.
  • Provide training and assistance to Customer Services with respect to program implementation functions.
  • Perform duties in accordance with established policies and professional standards; unusual policy questions involving interpretation or clarification referred to Electric Utility Director.

Qualifications

Basic Knowledge and Experience:

  • Bachelor of Science Degree in Electrical Engineering or equivalent education and experience, including knowledge and understanding of principles of engineering, economics, statistics, and accounting.
  • A minimum of 2 years’ experience in enginery efficiency programs, energy audits, demand response programs or wholesale electric markets.
  • Creativity in problem solving a must.

Work Environment:

  • Work is performed under typical office conditions; the noise level at most times is quiet; occasionally may be required to work outside of normal business hours to attend meetings.
  • Operates computer, telephone, facsimile machine, copier, calculator, and other standard office equipment.
  • Employee has frequent contact with the public, town departments, attorneys and developers.
  • Contacts are in person, by telephone, and by email and involve an information exchange dialogue.
  • Errors could result in adverse public relations, delays in service and have legal and/or financial repercussions for the town.

Compensation

  • Full time position, with an expected salary range of $85,699-104,848, depending upon experience and qualifications.
