Description

~ The United Nations Environment Programme (UN Environment) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. ~

Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The Convention on the Conservation of Migratory Species of Wild Animals (also known as 'CMS' or 'Bonn Convention') aims to conserve terrestrial, aquatic and avian migratory species throughout their range. It is an intergovernmental treaty, concluded under the aegis of the UN Environment, concerned with the conservation of wildlife and habitats on a global scale.

Position Overview

Responsibilities

Under the overall and direct supervision of the Executive Secretary and within the delegated authority, the incumbent will:

  • Compile and analyze relevant substantive documentation and material received by the Secretariat and provide concise briefing notes to the Executive Secretary;
  • Lead in the development and implementation of the Secretariat’s strategic plan and long-term programme of work in cooperation with other relevant organizations;
  • Consult and correspond with inter-governmental and non-governmental organizations and related programme and processes, including Fundraising activities and lead to support to the ongoing functions of the CMS Secretariat; 
  • The incumbent will develop project proposals and concept papers for fund raising; and
  • Perform other related duties as required including supporting the Secretariat in meetings with key stakeholders and preparing documents related to the work of the Convention for submission to the Conference of the Parties, the Standing Committee and other bodies, as appropriate.

Coordinate resource mobilization efforts of the Secretariat by:

  • Holding internal consultations with a view to identify triennial and/or annual funding priorities;
  • Producing letters and other donor-specific information materials;
  • Developing selected project proposals; Identifying and approaching donors with requests (by email, phone and face-to-face meetings);
  • Ensuring the preparation of donor agreements, invoices as well as reports and financial statements and their submission to donors;
  • Exploring new opportunities with existing financial mechanisms e.g. GEF; and
  • Developing new fundraising approaches and initiatives for the Secretariat and managing the Migratory Species Champion Programme and its related events.

Liaise with selected agencies and partner organizations by:

  • Maintaining a close overview of the activities of UN Environment and other global or regional organizations and researching and preparing analysis of issues relevant to CMS;
  • Keep close cooperation with UN Environment in development and implementation of their Programme of Work and Medium-Term Strategy and their contribution to UNDAF;
  • Engage in UN fora and initiatives through participation in meetings and dialogues, analysis of issues and preparations of materials, and compilation of inputs to relevant documents;
  • Draft new partnership agreements/relevant joint work-plans with selected partners;
  • Liaise with counterparts in other MEAs and partner organizations; and
  • Regularly updating related information on the CMS website.
  • Coordinate activities related to the triennial Programme of Work of the Secretariat by:
  • Liaising with Programme Management Officers to determine priorities, actions budgets and timeframes for implementation;
  • Proposing templates and drafting triennial Programmes of Work of the Secretariat for their submission to the Conference of the Parties; and
  • Preparing progress reports on the implementation of triennial Programmes of Work for their submission to the Standing Committee and the Conference of the Parties.

Coordinate the CMS Ambassador Programme by:

  • Developing work plans/list of activities for existing Ambassadors, as necessary;
  • Developing criteria for the selection of new Ambassadors; Approaching new potential Ambassadors, as necessary; and
  • Engaging Ambassadors for the promotion of the Convention also through fundraising initiatives.

Education:

  • An advanced university degree (Master’s or equivalent) in business administration, environmental affairs, international relations, law, political science or related area is required;
  • A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience:

  • A minimum of five (5) years of progressively responsible experience in environment policy, programme management or sustainable development, out of which at least two years should be at the international level is required;
  • Knowledge of the UN system, including its functioning at the global, regional and national levels is an asset; and
  • Experience in fundraising and programmes of work in multilateral environmental agreements is desirable.
