Position Overview

This position will be located in the Boardman, Oregon area, working at three power plants in the nearby vicinity. Boardman is located on the shore of the picturesque Columbia River, and near the larger communities of Hermiston, Pendleton, and the Tri-Cities Region.  Outdoor activity opportunities abound, and include watersports, hiking, camping, hunting, and fishing.  Portland is less than 3 hours away, directly west down the Columbia River Gorge, with Mt. Hood and a world-class concentration of waterfalls.  Although the role is located in the Boardman area, there will be frequent interaction with and periodic visits to PGE’s Portland headquarters. 

In this position, you will provide on-site support to eastside thermal generation sites (Boardman, Carty, and Coyote Springs), serving as primary environmental representative for plants, focal point for interactions with other subject matter experts at PGE headquarter location. 

Focus will be on regulatory compliance and reporting as required by Federal and State permits and regulations at eastern Oregon thermal generation sites, with occasional assistance to renewable power generation sites.  

Responsibilities

Specific responsibilities expected to include: 

  • Environmental & Licensing Services (ELS) lead for eastside thermal plants, with understanding of overall environmental obligations / activities at plants.
  • Serves as initial environmental point of contact for plants, facilitates interactions with various ELS subject matter experts (SMEs), but without necessarily having a role in implementation of activities.
  • Objective is to maintain relationships with plant staff, communicate current and upcoming environmental activities, and help plants with engaging appropriate ELS resources.
  • Involvement level will vary, ranging from initial contact only to extensive involvement throughout activity, dependent on what is needed to ensure best ELS service to plants.
  • ELS program leads will likewise have responsibility of keeping eastside ELS role current on activities.
  • Primary contact for air quality services and support at all three sites.
  • Role supports Instrumentation & Control (I&C) Techs for continuous emissions monitoring systems (CEMS), but does not replace I&C roles / responsibilities of operating and maintaining CEMS; role is CEMS subject matter expert that can facilitate improvements at plant level, and provide support / direction to I&C Techs.
  • General role of additional “eyes and ears” of ELS at site, with objective of communicating potential solutions to issues identified via on-site presence at plants.
  • Includes monitoring of plant conditions and activities to ensure compliance with environmental regulations and associated company processes and procedures.
  • Oregon Department of Energy (ODOE) contact for facilities as appropriate, with close coordination with PGE’s ODOE subject matter expert.
  • Role may typically focus on coordinating with ODOE inspector regarding periodic inspections and reporting.
  • May support additional ODOE activities (e.g., site certificate amendments) as available.
  • Point of contact for environmental communications to generation facility co-owners.
  • Regulatory Review – Review of various environmental regulations, identifying regulatory changes impact to Company operations.
  • Other Environmental Permitting – Participate in wetland, water quality, and other permitting as needed under guidance of subject matter experts. 
  • Generation Compliance Matrix – Implement and improve processes to communicate project to plants and track compliance, with particular focus on areas that are performed by plant staff (vs. those performed directly by Environmental & Licensing Services).
  • Assisting with storms or other Company emergencies is a part of all positions at Portland General Electric.

Qualifications

  • Experience with assessing Company compliance
  • Strong interpersonal skills and ability to evaluate the viewpoints of regulatory agencies
  • Working knowledge of environmental science methodology and techniques
  • Strong technical writing skills
  • Strong public speaking and instruction training skills
  • Skilled in computer systems, including working knowledge of Microsoft Word, Excel, and ability to learn other software programs as needed
  • Valid driver’s license with a driving history that demonstrates safe driving practices
  • Ability to safely travel to and work from Company generation sites
  • The successful candidate will typically have a Bachelor’s degree, a minimum of 3 or more years of work experience in multi-disciplinary environmental or other related regulatory areas.
  • The position will be filled at the level that commensurate with the successful candidate’s skills and experience.
