We own and operate the Sabine Pass LNG receiving terminal and Creole Trail Pipeline located in Louisiana, through our general partner ownership interest in and management agreements with Cheniere Energy Partners, L.P. (NYSE MKT: CQP) and our partial ownership interest in Cheniere Energy Partners Holdings, LLC (NYSE MKT: CQH).

Position Overview

The ideal candidate will provide technical support to the Environmental Compliance Department for all air quality-related needs. Perform air emission estimates; prepare/review state and federal air permit applications, review air dispersion modeling and complete regulatory assessments. Assist with performing internal environmental compliance audits as well as preparation of routine NSPS/NESHAP notifications and periodic environmental compliance reports.

Primary responsibilities include Texas, Louisiana and Oklahoma air permitting and ongoing compliance related to (Title V, PSD, New Source Review Permits, Standard Permits, Permits-by-Rule (PBRs), NSPS, NESHAP and EPA approved air dispersion modeling. Also the ideal candidate would assist with air release reporting, data collection and calculations for emission inventories, as well as, provide expertise on air pollution control technologies and greenhouse gas monitoring programs. Additionally, the ideal candidate will assist with preparation and review of FERC Resource Report 9 (Air Quality and Noise) for applicable projects.

Responsibilities

  • Assist the Environmental, Operations, Maintenance, Technical Services and Engineering & Construction departments with the “front-end” planning and permitting for Company projects.
  • Assist in the establishment, implementation and maintenance of policies and procedures which focus the group’s ability to efficiently manage the company’s environmental concerns.
  • Support facility personnel with compliance assurance regarding permit conditions and requirements during construction and operation including commissioning activities.
  • Evaluate best available air pollution control technologies and cost.
  • Evaluate and implement emissions testing programs.
  • Interpret complex models to predict dispersion and environmental fate of air pollutants.
  • Evaluate and implement programs that monitor greenhouse gas.
  • Prepare data summaries including charts or graphs to demonstrate trends from data samples, including information on the environmental relevance of the data.
  • Collect, quantify, and analyze air quality data and notify Environmental Compliance if results are outside current permitted guidelines.
  • Research sources of emissions to determine their impact on the environment and develop theories or methods of pollution abatement or control.
  • Prepare data for submittal to regulatory agencies as required by the air permit. Issue updates to Company team on permitting of all projects.
  • Research and communicate regulatory or statutory issues that may affect the company’s interests.
  • Act in an advisory capacity to senior management on technical air quality concerns.

Qualifications

Education, Experience and Skills:

  • Education and Certifications: Bachelor degree in Civil Engineering, Environmental Engineering, Chemical Engineering or technical field.
  • Experience: 5-7 years of related work experience in the oil & gas industry including air quality permitting & regulatory compliance.
  • Proven excellent written and verbal communication skills and experience effectively communicating with diverse groups.
  • Excellent communication & interpersonal skills to effectively interact with all levels of internal & external personnel.
  • Ability to manage complex and highly confidential matters in a mature and professional manner.
  • Must be detail oriented with strong math and organizational skills.
  • Excellent listening skills to capture pertinent information in meetings and effectively communicates that information to other team members.
  • Ability to work in a fast paced environment with multiple concurrent assignments.
  • Ability to identify work priorities and oversee projects to achieve goals.
  • Must be a team player, self-motivated with high level of energy and creativity.
  • Strong PC skills, proficient in MS Office products (advanced Excel skills preferred) and emissions quantification software such as Tanks 4.0, or E&P Tanks. Familiarity with Environmental Management Systems is desired.
  • Tools or Technology: working knowledge of air samplers or collectors, air velocity and temperature monitors, air velocity meters, ambient air devices, flowmeters, greenhouse gas management software.
  • Must maintain a Transportation Worker Identification Credential (TWIC) card in good standing status.

Knowledge:

  • The ideal candidate will have an understanding of Federal air quality regulations, policies and emerging regulatory programs.
  • Expertise in Texas and Louisiana states regulations, as well as an awareness of Oklahoma state regulations.
  • Experience in natural gas pipeline/processing construction and operations projects is desired.
  • Ability to provide direction to facilities regarding their procedures for air programs and ability to develop processes, procedures and update record keeping tools needed to comply with permit conditions and regulations is preferred.
  • Previous work experience with an LNG company is desired.
