Position Overview

The Managing Director of Government Affairs is responsible for identifying, advocating for and executing on Ygrene's governmental initiatives for all departments and other Ygrene operations state-wide. This position owns the relationships with state elected officials, government association executives and regulatory agencies in the state and is responsible for creating and sustaining client, business and government strategic alliances that benefit mutual interests to enable appropriate access to governments and government officials with a focus on Ygrene's products. The Managing Director of Government Affairs will also manage the Regional Directors of Government Affairs to ensure compliance with their duties and goals.

Responsibilities

  • Manage Regional Directors and Policy and Legislative Directors across the Region
  • Oversee and manage the development and maintenance of relationships with key state legislators, governors, state executive branch officials, government association executives and local government leaders
  • Execute and coordinate state and local government affairs positions and strategies on legislative, policy and political regulatory issues impacting Ygrene
  • Oversee and manage the development and executive comprehensive advocacy strategies to shape state-wide legislative and policy activity including direct lobbying and engagement of third party groups and coalitions
  • Proactively evaluate the political environment and represent Ygrene in matters of state and local legislation/regulations that impact the organization
  • Create comprehensive government affairs strategies to address both opportunities and threats to Ygrene's interests including lobbying, 3rd party advocacy, policy development, and media engagement
  • Determine/oversee where legislative and regulatory action is advisable and make recommendations on Ygrene action
  • Manage/oversee expectations of the business regarding the legislative and regulatory environment and the potential impact on Ygrene
  • Develop close working relationships with key business stakeholders in Channel Sales - including District leadership - to leverage state and local advocacy strategies
  • Lead, foster and oversee partner development with Advocacy & Policy team to understand Channel Sales objectives in order to develop creative legislative, regulatory, policy, and political solutions to drive business objectives.
  • Lead/oversee involvement in key trade association task forces and coalitions representing state and local governments, and drive trade association action on key issues of importance to Ygrene
  • Lead and oversee development of relationships with key 3rd party advocates and engage them in support of issues, policies, and legislative and regulatory action as needed to support the initiatives and efforts of Government Affairs, Government Relations and Channel Sales
  • Identify, vet and manage key lobbyists for both local and state initiatives
  • Oversee/manage outside lobbyists and counsel, including setting objectives, defining missions and ensuring execution in support of state legislative and local policy strategies
  • Ensure rigorous compliance to all legally required registrations for the corporation, staff and outside counsel
  • Advocate before state legislators, members of state and local executive and regulatory bodies, as well as with Managing Ygrene executives, in designing and implementing legislative strategies on key issues impacting Ygrene
  • Manage personnel within the state to meet housing unit, corporate and geographic expansion goals

Qualifications

  • Bachelor’s degree in political science (or related field) or equivalent work experience
  • Master's degree is preferred, but not required
  • Previous experience working in PACE financing policy
  • Minimum of 5 years as an employee, influencer, lobbyist or Managing staff to an elected official working in local and/or state government
  • At least 3 years of experience in a leadership role of a trade association, chamber of commerce at or sub-level
  • 5+ years interacting with, supporting or working for a state or local government body
  • Knowledge of government, government operations and government personnel both elected and staff
  • Skills operating, not limited to; public speaking, public forum speaking, speaking to the media, strong personal communications and personnel management
  • Must have a valid driver's license
