Beach and Inlet Management Project Coordinator

DCM carries out the state's Coastal Area Management Act, the Dredge and Fill Law and the federal Coastal Zone Management Act of 1972 in the 20 coastal counties, using rules and policies of the N.C. Coastal Resources Commission, known as the CRC. The division serves as staff to the CRC.

Position Overview

This is a regulatory position that is responsible for managing all aspects of beach nourishment, terminal groin, shallow draft inlet management and beneficial use projects. 

Responsibilities

 Primary duties include:

• Acting as the agency lead on reviewing SEPA and/or NEPA documents prepared for beach nourishment, terminal groin, shallow draft inlet management, and beneficial use projects;
• Serving as the State lead on Project Delivery Teams and other project planning and coordination efforts;
• Working with applicants to ensure that the Coastal Resources Commission's (CRC) sediment compatibility standards are adhered to, and that material placed on the beach does not contain unacceptable levels of rock or large shell material;
• Serving as both field representative and permit coordinator for these projects;
• Carrying out compliance monitoring during project construction;
• Maintaining pre- and post- construction survey and monitoring data to ensure that any required data collection efforts provide meaningful information to regulatory agencies, the public, and the applicant, and that no unnecessary data collection efforts will be required;
• Managing and coordinating in-progress project modifications, which often need to be processed very quickly to ensure that project operations are not interrupted;
• Working with the USACE to ensure that federal nourishment and beneficial use projects are carried out in a manner consistent with State policies;
• Managing post-storm ocean-front damage assessment and response for emergency nourishment, inlet management, and beach bulldozing projects.

Qualifications

Knowledge, Skills and Abilities / Competencies:

• Substantial knowledge of issues surrounding the management of coastal beaches and inlets.
• Experience working with a multi-disciplined, multi-agency project planning and/or review team.
• Experience preparing or processing regulatory permit applications.
• Experience in one or more of the following disciplines: coastal processes, coastal geology, coastal engineering.
• Experience making presentations and/or public speaking.

Minimum Education and Experience Requirements:

• Master's degree in one of the agricultural, biological, engineering, environmental or natural resource sciences or a closely related curriculum from an appropriately accredited institution and 3 years of experience related to the area of assignment; or an equivalent combination of education and experience.

Compensation: Salary Grade 76 - Recruitment Range: $50,238 - $62,000
