Texas Refuses to Implement New Greenhouse Gas Regulations

Texas intensified its standoff with the U.S. Environmental Protection Agency (EPA) last week, refusing to implement new regulations for greenhouse gas emissions from large industrial sources.

The EPA already stripped the state of its authority to issue permits under the Clean Air Act earlier this year, after the state failed to modify its accounting practices. 

Now it is likely the EPA will take over permitting authority in the state beginning in January, when new greenhouse gas regulations take effect.

Texas state regulators continue to assert that EPA lacks the legal authority to regulate greenhouse gases under the Clean Air Act, a position that is backed by the state's governor and attorney general.

"We are disappointed that Texas hasn't engaged in this process," EPA assistant administrator Gina McCarthy said.
