California Regulators Waiting for Lawmakers to Take Lead on Portfolio Standard

California regulators have delayed a public hearing on the adoption of a tougher renewable energy portfolio standard, at the request of Governor Arnold Schwarzenegger.

In September 2009, Schwarzenegger signed an executive order  directing the California Air Resources Board (ARB) to adopt a 33% by 2020 renewable portfolio standard (RPS) by July 31 of this year.

However, the state assembly is currently working on a new bill that could create a more lasting legal mandate for the RPS. Schwarzenegger vetoed an earlier bill that would have established the RPS, because he said it did not do enough to streamline the state's permitting process for renewables. 

According to a New York Times report, California lawmakers are trying to write a bill that will make the RPS rules more flexible.
