Anti-whaling activists with the group Sea Shepherd said that one of their members boarded a boat in Japan's whaling fleet.

Peter Bethune of New Zealand reportedly jumped onto the Shonan Maru 2 from a Jet Ski on Monday. The activists said his plan was to make a citizen's arrest of the ship's captain and present a $3 million bill for the Ady Gil which sank following a collision with one of the Japanese boats several weeks ago. 

There have now been two collisions between Sea Shepherd vessels and the Japanese whalers, as tensions ratchet higher. 

Bethune's gutsy act could land him in prison in Japan. The Associated Press reported that under Japanese law, unauthorized boarding could result in a sentence of up to three years. 

New Zealand diplomats said they are seeking cooperation with Japan.
