Historic Water Bill Passes in California

After years of debate about how to upgrade California's antiquated water infrastructure, the state passed a comprehensive $11.1 billion package of five water bills.
The State Assembly and Senate both voted in favor of passage, along with a bond measure to fund them.
Plans include groundwater cleanup, conservation, water recycling, habitat restoration ... and new dams. One of the priorities is to restore the Sacramento-San Joaquin Delta, which supplies Southern California cities and Central Valley farmers.
Legislators want to require California cities to reduce water use 20% by 2020.
The law finally passed after farmers faced a third year of drought.
