Renewable Energy Portfolio Analyst

Position Overview

This position is with Archetype, the governmental consulting and advisory branch of Value Recovery Holding LLC ("VRH"), supporting the Army Office of Energy Initiatives ("OEI"), Office of the Assistant Secretary of the Army, Installations, Energy and Environment ("ASAIE&E"). The Renewable Energy Portfolio Analyst ("REPA") will assist the VRH OEI support effort as well as the Washington, D.C. office of VRH.

General Description: The REPA provides, conducts and oversees initial region and OEI installation energy assessments, collecting and compiling installation, regulatory, resource, and market background information necessary to analyze and recommend potential energy project opportunities. 

Responsibilities  

Major Duties and Responsibilities: 

  • Supports the Senior Portfolio Analyst and Program Manager by providing key project support to address issues in achieving OEI's renewable energy strategy as part of a team of engineers and management professionals;
  • Analyzes federal, state and local market incentives, including Renewable Portfolio Standards, grants, utility programs, tax incentives, and renewable energy credits;
  • Analyzes energy technology trends (i.e., solar, wind, geothermal, biomass, biofuel, battery storage, micro grids), market-specific feasibility, and delivered energy costs;
  • Analyzes the energy regulatory and policy environment on the state and federal levels;
  • Develops internal and external reports and provides support in the development of policy, guidance, and legislation to address issues in achieving OEI's renewable energy strategy;
  • Identifies opportunities through market-based analysis or utility engagement;
  • Conducts performance assessments of OEI strategy, portfolio, and operational metrics;
  • Develops strategies, guidance and/or concept papers as required;
  • Supports OEI's Director, management and staff by supporting an analysis and risk management process that assists in identifying, managing, monitoring, and reducing risks in the portfolio of projects supported;
  • Supports OEI's Director, management and staff by conducting reviews of existing policies, guidance, legislation, and project execution;
  • Supports work-flow processes and schedules to accomplish assigned projects, plans, and activities associated with approved current and projected projects and functions;
  • Interfaces with government management personnel and contract managers and provides regular progress reports;
  • Maintains responsibility for setting and enforcing work standards and communicating policies, purposes, and goals of the organization to subordinates to ensure all objectives are successfully met;
  • Reviews/resolves work discrepancies to ensure compliance with contract requirements;
  • Presents analyses through a variety of means, including formal written studies and oral presentations;
  • Supports government project transaction negotiation/re-negotiation throughout the project life cycle;
  • Based on the government project lead requirements, interfaces with and obtains information from a variety of sources across the industry as well as other organizations to support OEI activities;
  • Supports analysis related to structuring, updating, and maintaining project plans, and reviews collateral reports and information gathered from news reports and site visits;
  • Prepares or collaborates with other senior staff in the preparation of comprehensive position papers, memorandums, and/or briefing materials across all phases of operations for use with senior management;
  • Ensures all data for assigned projects is entered promptly in project monitoring systems and data is always up to date and accurate; and
  • Other duties as assigned. 

Other Expectations: 

  • Maintains a thorough understanding of energy market structure, upstream to downstream economics, investment environment and industry players;
  • Knowledgeable regarding the life cycle of renewable energy project developments, including potential issues involving real estate, environmental regulations, offtake, procurement and contracting, finance structuring, stakeholder relationships, and energy/economic analysis.
  • Knowledgeable of the range of financial, market, credit, and technical risks inherent in the distinct renewable energy technologies (e.g., wind, solar, geothermal, etc.), as well as appropriate mitigation approaches available or desirable;
  • Represents the OEI, as required, at meetings with industry, installation leadership, steering committees, and public conferences;
  • Possesses a high degree of pride and attention to detail with work product;
  • Communicates clearly, courteously and effectively with VRH and OEI staff, and external parties;
  • Demonstrates excellent written and oral communication skills and strong Excel, PowerPoint and Word skills for correspondence and reports and making presentations and explaining issues and analysis to a variety of audiences; and
  • Trains new staff on procedures as necessary. 

Qualifications 

Desired Capabilities: 

  • Prior experience providing analysis related to projects involving engineering, renewable energy and environmental issues, and portfolio management preferred;
  • Experience in project planning, execution and management in relevant area with the US Government;
  • Experience with renewable energy technologies and working with DoD/OEI Installation organizations;
  • Experience in portfolio assessment of renewable energy technologies and regulations;
  • Proficient in applying analytical methods and evaluation techniques to a broad range of functional areas such as project and corporate risk assessment, accounting and corporate finance to evaluate the viability of a portfolio of projects;
  • Knowledgeable of the rage of technical risks inherent in the distinct renewable energy technologies (e.g., wind, solar, geothermal, etc.), as well as appropriate mitigation approaches available or desirable;
  • Is well-organized with the ability to properly prioritize and adept at time management;
  • Experience with MS Project skills; and
  • Current DoD Secret clearance preferred. 

Minimum Requirements: 

Must have one of the following combinations of experience and education: 

  • Doctorate degree in an energy or finance-related field; or
  • Master's degree with 3 years' experience in energy project development, energy audits assessments, and analysis; or
  • B.A. or B.S. degree with 7 years' experience in energy project development, energy audits assessments, and analysis; or
  • Associates Degree/Military Training and 11 years' experience in energy project development, energy audits assessments, and analysis; or
  • HS Degree and 15 years' experience in energy project development, energy audits assessments, and analysis.
