The Union of Concerned Scientists (UCS) is a leading science-based nonprofit organization working for a healthy planet and a safer world.
Position Overview:
We are seeking a Midwest Climate and Energy Analyst to coordinate and conduct quantitative economic and scientific analyses to help advance the UCS policy agenda at the state and federal levels. While the focus will be on climate policy, the Analyst will work with a multi-disciplinary team from the Climate, Clean Energy, Clean Vehicles, and Food & Environment Programs.
Responsibilities:
In collaboration with UCS climate scientists and contractors, the Midwest Climate and Energy Analyst will:
Manage and quality assure the science behind a new Midwestern Climate Impacts Assessment; assists with the preparation and review of reports and fact sheets.
Coordinate with UCS Outreach and Communications staff to schedule briefings and media events to promote the MW Climate Impacts Assessment.
Coordinate with UCS economists and energy staff to submit comments on the inputs and scenarios for the Midwestern Greenhouse Gas Reduction Accord emissions and economic impact modeling, and to analyze and comment on modeling results.
Analyze the emissions and economic impacts of policy recommendations from Midwestern Governors Association energy advisory groups and state climate change advisory groups.
Collaborate and coordinate with UCS staff in the West and Northeast in the development of UCS recommendations, comments and analytical research on state/regional global warming policy.
Develop a thorough understanding of various UCS technical and scientific analyses on climate change, clean vehicles, clean energy, and food and environment; provide analytical expertise in the communication of these analyses in the MW to support state and federal advocacy.
Provide analytical support for the development of recommendations on allowance allocation, auction design and revenue expenditures for MW state/regional cap and trade program(s).
In collaboration with appropriate UCS staff, prepare "rapid response" analyses in response to requests from decision makers.
Coordinate with Clean Vehicles staff in the development and presentation of analyses in support of state-level clean car standards in the Midwest and enhanced federal fuel efficiency standards.
Participate in developing fundraising strategies, writing foundation proposals and reports, and interacting with members, foundation staff, and major donors, as necessary
Qualifications:
At least 5 years of progressively responsible related experience is required. Applicants should possess an advanced degree in economics, mathematics, engineering, science or a related field. Candidates must have strong quantitative, analytical and research skills. Experience in climate change policy and/or science, energy policy and/or technologies, bioenergy, and/or agriculture is a plus.
Demonstrated ability to work independently and to collaborate as a member of a multidisciplinary team. Strong communication and public speaking skills; demonstrable ability to write for non-technical audiences and to communicate science to non-specialists.
Demonstrated interest in the application of science to public policy, especially on climate change issues and the role of technical analyses and advocacy in shaping public opinion and policy debates. Ability to maintain moderate travel schedule. Proficiency with computer models, spreadsheets, word processing, and powerpoint is necessary.
